- Xcode 11.6 Beta is currently, June 23 2020, the only one supporting iOS 13.6.
- Xcode 9 requires a Mac running macOS 10.13.2 or later. Xcode 9 includes SDKs for iOS 11.4, watchOS 4.3, macOS 10.13, and tvOS 11.4; Xcode 10 requires a Mac running macOS 10.13.6 or later. Xcode 10 includes SDKs for iOS 12, watchOS 5, macOS 10.14, and tvOS 12.
- I am using Xcode10.2 on High Sierra 10.13.6, and can build several projects for my iPhone 5s and 6s Plus which working on iOS12.2. The process is similar to Damnum’s. Change the name of working Xcode like Xcode10.1. Download Xcode 10.2 and copy it into Applications folder. (The name is of course Xcode.).

I can't find the way to download the Xcode that is appropriate for ElCapitan, the APp Store points to a more recent version for HIgh Sierra. More Less MacBook Air, OS X El Capitan (10.11.6), Xcode.
You may have to sign up for a free Apple Developer Account in order to download Xcode 10 from the developer link that BDAqua provided — unless Apple has relaxed its access privileges for these tools.

Alternatively, If all you want is a a compilation environment for Objective-C, C++, and Swift v4.n, the Command Line Tools (macOS 10.13) for Xcode will provide that at 7GB less storage. You would then need a competent programmer's editor, and you can still build hand-coded cocoa applications. This is my preference.
